BRIGADIER GENERAL CONRAD S. ALLMAN

Brig. Gen. Conrad S. Allman is the commander of the U.S. Air Force Recruiting Service, and deputy chief of staff, Recruiting Service, Headquarters Air Training Command, Randolph Air Force Base, Texas. He is responsible for directing the recruitment of people for the Air Force.

General Allman was born in Washington, D.C., in 1923. He graduated from George Washington High School in Alexandria, Va., and attended the University of Alabama. In January 1942 he entered active military duty and the Army Air Corps aviation cadet program. He received his pilot wings and commission as a second lieutenant in January 1943 at Marianna, Fla.

During World War II, General Allman first served as instructor pilot in the Southeast Training Command. In October 1944 he was transferred to the Aleutian Islands in Alaska as a fighter pilot with the 54th Fighter Squadron. He logged 445 combat hours flying P-38 aircraft from Attu.

After World War II from February 1946 to July 1956, he served in the Air Training Command as an instructor pilot, squadron commander, group commander, and director of wing operations, serving at the U.S. Military Academy (Stewart Air Force Base, N.Y.), Tyndall Air Force Base, Fla., Scott Air Force Base, Ill., and Moody Air Force Base, Ga., respectively. While at Moody Air Force Base he flew F-89 and F-94C aircraft in the all-weather interceptor program. From August 1956 to July 1957 he attended the Air Command and Staff School at Maxwell Air Force Base, Ala.

After graduation from the school, General Allman was assigned to Headquarters U.S. European Command as an operations officer in the Joint Plans Branch to work in Atomic Plans. In January 1959 he became aide-de-camp and then executive officer to the deputy commander in chief, U.S. European Command.

General Allman returned to the United States in July 1960 and entered the Air War College at Maxwell Air Force Base, Ala., in August. He graduated in June 1961 and was assigned to Headquarters U.S. Air Force in the Office of the Deputy Chief of Staff, Personnel, serving in the Directorate of Military Personnel as chief of the Flying Status Branch, Officer Assignment Division. In July 1965 he became deputy commander for operations, 1001st Operations Wing, at Andrews Air Force Base, Md.

In March 1968 General Allman was transferred to Nha Trang Air Base, Republic of Vietnam, where he served as vice commander and then commander of the 14th Air Commando Wing. He flew the 10 different types of aircraft assigned to the wing and logged 270 combat hours in 173 missions.

In March 1969 he again was assigned to Headquarters U.S. Air Force in the office of the Deputy Chief of Staff, Personnel, as deputy chief of the Policy Division, Directorate of Personnel Planning, in Washington, D.C. Three months later he became chief of the division. General Allman served as deputy chief of staff, personnel, Air Training Command, Randolph Air Force Base, Texas, from May through September 1971. General Allman assumed duties as commander, Air Force Recruiting Service, Randolph Air Force Base, Texas, in September 1971, and also has duties as deputy chief of staff, Recruiting Service, Headquarters Air Training Command.

His military decorations and awards include the Legion of Merit, Distinguished Flying Cross, Bronze Star Medal with "V" device, Air Medal with four oak leaf clusters, Air Force Commendation Medal, Army Commendation Medal, Presidential Unit Citation Emblem, Air Force Outstanding Unit Award Ribbon, and the Meritorious Unit Commendation (Army). The Republic of Vietnam awarded him the Gallantry Cross with silver star, Social Welfare Medal First Class, Distinguished Service Order, Honorable Guidance Pilot Certificate, Armed Forces Gallantry Cross with palm, and the Vietnamese Presidential Unit Citation.

He was promoted to the temporary grade of brigadier general effective Dec. 31, 1970, with date of rank Dec. 30, 1970.
